Background

The programming of the 2007-2010 European Commission under the Instrument of the European Neighbourhood Policy provides for Algeria in 2009 a project to support the modernization of the regulatory system of employment, particularly ANEM / National Agency for Employment (24 million euros in 2009). The European Commission Delegation in Algeria has put in place a mission expertise for the identification of this support programme.

Project Objective

Inventory and proposal to streamline the legislative and regulatory framework on intermediation on the labour market
Improved coordination and collaboration between employment services and the National Institute of Statistics, production and use of statistics and more reliable and operational forecasts on entering and leaving flows on the labour market
Coordination, efficiency and steering employment insertion measures
Adapting to the context of public employment services, investment and intermediation
Fair, efficient and effective access to information on the labour market
Information functions, demand / supply intermediation and advice (among others to the unemployed) on active employment measures available both nationally and locally, with special attention paid to women
Improving the integration of existing employment measures and intermediation systems

Description of the mission

The mission is in charge of identification following SWAP (Sector Wide Approach) on the basis of guidelines adopted by the EC in June 2007. The experts therefore performs an analysis of 7 areas covered by the GLs focusing in particular on the existence of a national employment -strategy and -services, the finance sector (internal and external resources, both public and private ), the involved actors, the existence of other donors / agencies and a coordination by the government. The identification will bring experts to suggest what is the most appropriate operational modality.
