Key expert 2: Financial ManagerQualifications and skills The Financial Manager is expected to have as a minimum the following qualifications and skills: - Excellent knowledge of accounting principles, practices and procedures;
- Excellent knowledge and skills in financial administration, control, monitoring, reporting and auditing;
- Excellent knowledge and skills in bookkeeping, invoicing, international payments, cash-flow management (including VAT management);
- Good knowledge of computerized accounting systems and applications to include main frame terminals/personal computers, general software applications and keyboard facility;
- Good knowledge of the financial procedures and rules of the EU Institutions, in particular the Commission rules for external aid and its Financial Regulation and Implementing Rules;
- Fluency in English.

General professional experience - At least 10 years of proven professional experience in financial management and financial supervision of tasks and transactions required for the present assignment, including: bookkeeping, invoicing, international payments and transfers, cash-flow management (including VAT management).
